In an Earth ravaged by an unknown war in the dark ages humanity found itself scarred with the aftermath, everyone is born with some degree of birth defect. The world technological revolution has been stunted as all resources are focused on creating technologies to overcome these limitations. Clockwork limb replacements, tools, machines and other wonders have kept a world from advancing, and stalled in an era of gaslight and horse-drawn carriages.
